The officers recruited by UPSC through Civil Services Examination (CSE) play very important role in Nation building and diplomatic relations of India with other countries of the world. The role and responsibility of civil servant recruited through Civil Services Examination depends on the service allotted to the candidates on the basis of their final merit and choice exercised. The civil servants selected through Civil Services Examination are allotted Foreign Services (IFS), All India Services (IAS & IPS) and Central Government Services (Finance, Defence, Railways, Audit & Accounts etc.).
The officers in Indian Foreign Services play key role in diplomatic relations of India with other Countries. The officers in Indian Administrative Services (IAS) and Indian Police Services (IPS) are allotted State Cadres on the basis of choices given by the candidates during selection process. An IAS officer is responsible for overall administration of a District and State. The officers in IAS cadre are responsible for policy formulation and its implementation at grass root level. Similar, an IPS officer is responsible for maintaining Law and Order in a District and State. The officers from IAS & IPS can go to different departments of Central Government also.
The officers recruited in departments of Central Government are also responsible for policy formulation and implementation. The responsibility of officers recruited in Central Government depends on the department allotted to the candidate at the time of selection process. For example officers selected in Indian Railways Traffic Services are responsible for train operations, officers recruited in accounts department are responsible for responsible for maintenance of records of accounts & Expenditure, the officers recruited in Indian Revenue Services are responsible for collection of revenue through taxes for Central Government etc. They are also eligible for going on deputation to other departments of Government of India and State Governments.
Most of the officers recruited through CSE are class 1 Gazetted officers of Government of India. An officer recruited through CSE can reach up to rank of Principle Secretary to the Government of India & Chief Secretary of a State depending upon his age profile at the time of entry in to the service. However, most of the officers recruited through CSE reach up to the level of Higher Administrative Grade (HAG) in State or Central Governments. A direct recruited class 1 officer is placed at level 12 in 7th Central Pay Commission with gross pay of Rs. 56100/- at the beginning of his career. They are eligible for house accommodation or house rent allowances and other perks as per entitlement. The pension benefits given to officers recruited through CSE are currently as per new pension scheme which is a contributory pension scheme.
